Planning Board Hearings - December 10, 2025

PLANNING BOARD HEARINGS: NOTICE IS HEREBY GIVEN that the Regular Meeting of the Planning Board, of the Town of Clay, will be held on December 10, 2025.  The pre-agenda meeting begins at 7:00 P.M. and public hearings start at 7:30 P.M., at the Clay Town Hall, 4401 State Route 31, Clay, New York pursuant to applicable provisions of the Town of Clay Zoning Ordinance to consider the following:

Case #2025-054 – for a SITE PLAN application by Cheryl D. White/Clay Equestrian Center, for development of 30,000 square-foot (+/-) barn for equestrian boarding and training; including 18 to 20 horse stalls; two attached dwelling units for full-time staff use, site parking, septic system, site grading, stormwater management facilities, and associated site improvements.  The property, which is the subject of this application, is located at 9605 Black Creek Road, Tax Map #036.-02-04.1, and located in the RA-100 Residential Agricultural Zoning District.

Case #2025-056 – for an AMENDED SITE PLAN application by Northside Baptist, for construction of an 18,977 square-foot addition to the existing church to accommodate new worship space designed for flexible use, including conversion into a recreational gymnasium.  Site improvements to include creation of new outdoor gathering areas; the relocation and expansion of youth sports fields; construction of a new service drive; and upgrades to stormwater management, landscaping, and external lighting.  The property, which is the subject of this application, is located at 7965 Oswego Road, Tax Map #080.-01-02.1, and located in the RC-1 Regional Commercial Zoning District.

Case #2025-057 – for a PRELIMINARY PLAT application by Conifer, LLC/Great Northern Subdivision 3, to subdivide an existing 121-acre parcel into two lots: a new 13-acre parcel and a 107-acre remnant parcel.  Pursuant to the provisions of sections 276 and 277 of the Town Law of the State of New York, and pursuant to the applicable provisions of the Town of Clay subdivision regulations and, if applicable, for a modification of the zoning code of the Town of Clay Pursuant to the provisions of Section 278 of the Town Law of the State of New York.  The property which is the subject of this application is located at 4155 State Route 31, Tax ID #028.-01-40.4.  The property is in the RC-1 Regional Commercial Zoning District.

Case #2025-059 – for a SPECIAL PERMIT application by National Grid/Nelson Associates Architectural Engineering, pursuant to Section 230-17 C.(2)(c)[2] – Contractor’s Service Yard, to install a metal shredder line at National Grid’s Investment Recovery Facility to process new aluminum conductor cable reinforced with steel.  The installation includes a small control building, approximately 17,700 square feet of concrete slab, and associated utility components.  The equipment will be located on an adjacent parcel south of the main facility at 7437 Henry Clay Boulevard, Tax Map #105.-02-06.0.  The property which is the subject of this application is located at 4651 Crossroads Park Drive, Tax Map #115.-01-05.0, and located in the I-1 Industrial 1 Zoning District.

 Case #2025-061 – for a PRELIMINARY PLAT application by Micron New York Semiconductor Manufacturing LLC, to consolidate 34 individual lots within White Pine Commerce Park into a single parcel to accommodate development of the Micron New York Semiconductor Manufacturing facility. The proposed subdivision, to be known as the White Pine Commerce Park – Phase I, will consist of 819.921 acres and will retain the Industrial 2 (I-2) and NYS Route 31 Highway Overlay zoning designations.  Pursuant to the provisions of sections 276 and 277 of the Town Law of the State of New York, and pursuant to the applicable provisions of the Town of Clay subdivision regulations and, if applicable, for a modification of the zoning code of the Town of Clay Pursuant to the provisions of Section 278 of the Town Law of the State of New York.  The property which is the subject of this application is located at 5171 State Route 31, Tax ID #046.-02-05.2.  The property is in the I-2 Industrial 2 Zoning District.

TOWN OF CLAY LEGAL NOTICE

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Clay will hold a Public Hearing on October 6, 2025, commencing at 7:35 P.M., local time, to consider Town Board Case #1237: WHITE PINE COMMERCE PARK, for a Zone Change from RA-100 Residential Agricultural District to I-2 Industrial 2 Zoning District, for land located at Burnet Road, Tax Map No. 049.-01-01.0; 8756 Burnet Road, Tax Map No. 049.-01-02.0; and 8765 Burnet Road, Tax Map No. 048.-01-23.2, consisting of +/-21.27 acres of land to accommodate Micron Semiconductor Plant. At such time all persons interested will be given an opportunity to be heard.

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Clay will hold a Public Hearing on September 3, 2025, at 7:35 P.M., local time, at the Clay Town Hall, located at 4401 State Route 31, Clay, New York, to consider the application of Town Board Case #1234: NORTHERN CREDIT UNION, for a Special Permit pursuant to Section 230-15B.(2)(e)[2] – Bank/Credit Union & Section 230-15B.(2)(e)[4] – Drive-in Service, to allow for construction of a Credit Union with drive-thru ATMs on land located at 5004-5008 West Taft Road, Tax Map No. 116.1-01-04.1 & 116.1-01-05.0, consisting of +/- 2.54 acres of land. The property is located in the O-2 Office District. At such time all persons interested will be given an opportunity to be heard.

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Clay will hold a Public Hearing on September 15, 2025, at 7:35 P.M., local time, at the Clay Town Hall, located at 4401 State Route 31, Clay, New York to consider the application of Town Board Case #1236: HINERWADELS SITE, for a Zone Change from R-10 One-Family Residential and LuC-2 Limited Use District for Restaurants, to R-7.5 One-Family Residential District and O-2 Office District on land located at 5300 W. Taft Road, Tax Map Nos. 117.-09-25.0, 117.-09.24.0, 117.-09-23.0 & 117.-10-01.0, consisting of +/- 29.1 acres, to allow for construction of residential lots and two commercial lots. At such time all persons interested will be given an opportunity to be heard.
